The National Institute of Nursing (NINR) is one of 27 institutes of the National Institutes of Health (NIH). The federal government's involvement in nursing research dates back to 1946, when the Nursing Division was established within the Office of the Director of Health of the Public Health Service. The Health Research Expansion Act of 1985 created the NIH's National Center for Nursing Research (NCNR). In 1993, with the signing of the NIH Revitalization Act, NCNR was elevated to the NIH Institute (NINR).

NINR's mission is to lead nursing research to address pressing health challenges and inform practice and policy that optimizes health and promotes future health equity. NINR believes that nursing research is the key to unlocking the power and potential of nursing, leveraging the strengths of nursing and the unique knowledge and perspectives inherent in the discipline to benefit all.

NINR has two locations. The main office is located at the main campus of the National Institutes of Health (NIH) in Bethesda, Maryland. NINR's other offices are located on Democracy Avenue in Bethesda, Maryland.

NINR is divided into two divisions: the National Intelligence Agency's Intramural Research Division and the Extramural Science Programs Division.

The on-campus research program is currently focused on increasing its research efforts to integrate a multi-level understanding of the impact of determinants of health (from the community level to the lab bench) with areas such as community, multi-level, and translational research. Like NINR's other research portfolios, this scientific approach harnesses the unique ability of nursing science to address people's lives and living conditions to improve health and wellness equity.

The Department of Extramural Science Programs (DESP) serves the NINR's extramural research community and NINR by overseeing the policy and management of grants and contracts that support NINR research and training.
