“新文科”是主动应对新技术革命和产业变革的战略行动，是建设高等教育强国的创造性探索，引领着新时代文科教育改革的新方向。2018年正式提出“新文科”的概念，2019年，教育部、中央政法委、科技部等13个部门联合启动“六卓越一拔尖”计划2.0，会上成立全国新文科建设工作组，山东大学校长樊丽明获聘新文科建设工作组组长。
       为深入贯彻落实全国教育大会精神，贯彻落实新时代中国高等学校本科教育工作会议要求，积极响应中央及教育部大力推动新文科建设的工作部署，中国各高校纷纷响应展开探索。山东大学作为中国近代高等教育的起源性大学，底蕴深厚，文史见长，积极开展理论与实践探索。2020年10月30日，教育部回函同意依托山东大学设立全国新文科教育研究中心。11月3日，在全国新文科建设工作会议上，教育部高等教育司司长吴岩、新文科建设工作组组长樊丽明共同为“全国新文科教育研究中心”揭牌。
       全国新文科教育研究中心在教育部高等教育司的指导下开展工作，主要承担新文科建设的理论与政策研究、项目管理、信息服务、师资培训等职能。中心依托山东大学现有基础和资源优势，主动回应新时代文科教育创新发展的新使命新要求，联合国内外相关机构和专家，立足中国、放眼世界、面向未来，积极开展新文科教育的理念创新、思想创新、模式创新和方法创新，努力建成开放共享的合作交流平台和高端智库，支撑推动新文科建设持续深入，推动文科教育的全面创新发展，助力社会主义文化强国建设和国家文化软实力提升。

"New Liberal Arts" is a strategic action to actively respond to the new technological revolution and industrial change, a creative exploration to build a strong country in higher education, and a new direction for the reform of liberal arts education in the new era. In 2018, the concept of "new liberal arts" was officially proposed, and in 2019, 13 departments such as the Ministry of Education, the Central Political and Legal Commission, and the Ministry of Science and Technology jointly launched the "Six Excellences and One Top-notch" plan 2.0, at which a national new liberal arts construction working group was established, and Fan Liming, president of Shandong University, was appointed as the leader of the new liberal arts construction working group.

In order to thoroughly implement the spirit of the National Education Conference, implement the requirements of the Conference on Undergraduate Education in Chinese Colleges and Universities in the New Era, and actively respond to the work deployment of the Central Committee and the Ministry of Education to vigorously promote the construction of new liberal arts, Chinese universities have responded to and explored. As the originating university of modern higher education in China, Shandong University has a profound foundation and a strong literary history, and actively carries out theoretical and practical exploration. On October 30, 2020, the Ministry of Education replied that shandong university would be relied upon to establish a national new liberal arts education research center. On November 3, at the National Work Conference on the Construction of New Liberal Arts, Wu Yan, Director of the Department of Higher Education of the Ministry of Education, and Fan Liming, head of the New Liberal Arts Construction Working Group, jointly inaugurated the "National New Liberal Arts Education Research Center".

The National New Liberal Arts Education Research Center works under the guidance of the Department of Higher Education of the Ministry of Education, and mainly undertakes the functions of theoretical and policy research, project management, information services, and teacher training for the construction of new liberal arts. Relying on the existing foundation and resource advantages of Shandong University, the center actively responds to the new mission and new requirements of the innovative development of liberal arts education in the new era, unites relevant institutions and experts at home and abroad, bases itself on China, looks at the world, and faces the future, actively carries out the concept innovation, ideological innovation, model innovation and method innovation of new liberal arts education, and strives to build an open and shared cooperation and exchange platform and high-end think tank, support the continuous deepening of the construction of new liberal arts, and promote the comprehensive innovation and development of liberal arts education. Help build a socialist cultural power and enhance the soft power of national culture.
